США обосрали Латынину
Госдеп США (а равно Пентагон, а равно ЦРУ, а равно аналогичные ведомства других держав) призван отстаивать национальные интересы своей страны — это его первейшая задача. В связи с чем говорить о какой-либо презумпции беспристрастности и добросовестности тут невозможно. В случае возникновения коллизии между желанием поощрить иностранного защитника свободы и необходимостью сохранить, а не подрывать (в том числе и поощрительными жестами) систему союзов и противовесов необходимость всегда возьмет верх. И это правильно. Госдепартамент США существует не для того, чтобы подрывать позиции США на международной арене, вставляя шпильки вернейшим союзникам. Совсем не вернейшим и вовсе не союзникам — это другое дело. Но именно потому, что соответствующие ведомства блюдут свой долг, ведомственные награждения могут рассматриваться лишь в рамках этого долга — и какая тут почесть иностранцу, непонятно. При этом Госдеп решил усугубить странность, наградив вместе с Ю.Л. Латыниной посла США в Зимбабве и начальника политического отдела посольства США на Цейлоне. Т. е. приравняв иностранное частное лицо к людям, состоящим на службе правительства США и в высшей степени исправно ее несущим.
Неуместность награждения иностранцев ведомственными премиями понимали даже в СССР. Международных премий от МИД СССР (ниже от МО СССР и КГБ СССР) никогда не было, а вместо того была наша советская нобелевка — Международная Сталинская (с 1956 г. — Ленинская) премия «За укрепление мира и дружбы между народами» с формально независимым жюри из общественников, т. е. натуральная НПО. Кого это обманывало, сказать трудно, но хотя бы осознание проблемы присутствовало. Вероятно, дело в том, что коммунисты были ближе к общечеловеческому взгляду на государство как на холодное чудовище — и зачем же премировать иностранцев от имени чудовища. В США бытует и другой взгляд: все государства — холодные чудовища, кроме американского, которое есть теплая красавица, а Госдеп, Пентагон etc. — привлекательные прелести теплой красавицы, получить отличия от которых должно быть лестно для любого иностранца.
